Another solid post. I've seen this more times than I can count in a lot of areas: ministry, sports, et al. Talent evaluation in any area is at best, an imperfect science. Just ask NFL scouts.

In ministry, I think a Jesus-centered perspective is absolutely the foundation. Launching off of that, I'd stick with the principle laid out in Mt 25 and the Parable of the Talents. Bring them through development incrementally and see how they handle it, "You have been faithful over a little, I will set you over much." If they are faithful, great. If not, then nobody burns out, the effect on a movement is limited, and it's smoother all around because they weren't given too much too soon.

Thanks Drew, I appreciate your insight. Giving people opportunities to sort of 'prove' their faithfulness seems like a good principle. It's good to see potential though, but to have expectations in their right place, and the ultimate focus on Jesus, is really needed.
